Jill Spencer  Jill Spencer
Interim President and Chief Executive Officer

Jill Spencer was appointed Interim President and Chief Executive Officer on April 16, 2010. She was previously appointed Executive Vice President and General Counsel and Chief Strategy Officer in August 2008, and has served as Corporate Secretary since January 2007. Previously, Spencer served as Executive Vice President and Chief Operating Officer of the Bank beginning in January 2004. She joined the Bank in November 2002 as Executive Vice President, General Counsel, and Corporate Secretary.

Before joining the Bank, Spencer practiced law at a private law firm from 1998 to 2002. She held various positions at Federal Home Loan Bank of San Francisco from 1979 to 1997, serving as Senior Vice President and General Counsel in her last eight years there. Spencer previously earned a J.D. from Southern Methodist University School of Law and a B.A. from the University of Texas at Austin.


Steven J. Goldstein Steven J. Goldstein
Executive Vice President and Chief Financial Officer

Steven J. Goldstein joined the Bank as Executive Vice President and Chief Financial Officer on Aug. 9, 2007. He previously served as Interim Chief Financial Officer. Goldstein oversees accounting, financial reporting, investment and derivatives operations, SFAS 133 compliance, enterprise risk management, and financial risk modeling efforts.

Prior to joining the Bank, he served as Senior Vice President and Chief Financial Officer for the U.S. and international businesses of Royal Bank of Canada (RBC). He also has held additional executive managing positions with RBC, and was Chief Financial Officer at Centura Banks, Inc. prior to its acquisition by RBC. Goldstein previously managed the Southeast region financial consulting practice for A.T. Kearney and was Deputy Director of the Federal Home Loan Bank Board’s Office of Policy and Economic Research.

Goldstein earned his Bachelor of Business Administration, Master of Business Administration, and Ph.D. in finance from the University of Georgia.


Kirk R. Malmberg Kirk R. Malmberg
Executive Vice President and Chief Credit Officer

Kirk Malmberg is responsible for the Bank’s Credit and Collateral Services and Community Investment Services.

Malmberg joined the Bank in 2001 as Senior Vice President of Asset/Liability Management. Formerly, Malmberg was Senior Vice President, Treasury for the Federal Home Loan Bank of Chicago. Prior to joining the Chicago Bank's staff, Malmberg worked with SunTrust Capital Markets, Inc. in Atlanta as well as with Lehman Brothers, Southwest Corporate Federal Credit Union, and Gill Savings Association. He earned a Bachelor of Arts from Trinity University in San Antonio and a Master of Business Administration from Rice University in Houston.


Wes McMullan Wes McMullan
Executive Vice President and Director of Financial Management

Wes McMullan oversees Asset Liability Management, Member Sales and Trading, Mortgage Purchase Programs, and Financial Operations Management.

McMullan joined the Bank as a credit analyst in 1988, and earned promotions to Assistant Vice President in charge of financial modeling in 1993, Vice President of Mortgage-Backed Securities Portfolio Management in 1995, Group Vice President of Member Sales and Trading in 1998, and Senior Vice President of Sales and Trading in 2001. He earned his Bachelor of Science in finance from Clemson University and is a Chartered Financial Analyst.


Cathy Callaway Adams Cathy Callaway Adams
Executive Vice President and Chief Administrative Officer

Cathy Adams oversees the Bank's Information Technology, Human Resources, and Administrative Services functions.

Adams joined the Bank in 1986, and she has held several high-level Bank positions including Senior Vice President of Staff Services, Group Vice President of Human Resources and Administrative Services, and Vice President and Director of Human Resources. Previously, she was a branch manager for Georgia Federal Bank and Training & Savings Operations Manager for United Federal Savings Bank.

A native of Lyons, Ga., Adams earned a Bachelor's degree in business administration and piano performance from Tift College and a Master of Business Administration from Georgia State University. She also holds certification as a Senior Professional in Human Resources and a Certified Compensation Practitioner.


Robert Bennett Robert Bennett
Senior Vice President, Chief Information Officer

Robert Bennett oversees the Bank’s Information Technology Division.

Prior to joining the Bank in 2009, Bennett was Executive Vice President and CIO for Homebanc Corporation.  During a 17-year career with BellSouth Telecommunications, Bennett served as CIO for various divisions, including Corporate Marketing and Small Business Services.  He also was Re-engineering Vice President for BellSouth Telecom, Director of Marketing Information Systems for BellSouth Enterprises Marketing and BellSouth Mobility, and Applications Development Manager for BellSouth Information Systems.  Bennett earned a Bachelor of Arts in English Literature from Ohio University.


Dan Counce Dan Counce
Senior Vice President, Controller

Dan Counce oversees financial reporting, accounting policy, FAS 133 accounting, accounts payable, and payroll.

Counce joined the Bank in 1990 as assistant controller and was promoted to controller in 1997. Prior to joining the Bank, Counce held various EDP audit and data processing positions at First Atlanta and subsequently Wachovia, which acquired First Atlanta. He also worked in internal and EDP audit at First Tennessee National Corporation and as a tax accountant and auditor with Rhea and Ivy CPA’s in Memphis.

A native of Memphis, Counce is a certified public accountant and earned a Bachelor of Science in accounting from the University of Tennessee in Knoxville. He also completed the ABA Graduate School of Bank Investments and Financial Management at the University of South Carolina.


Art Flemming Arthur L. Fleming
Senior Vice President, Director of Community Investment Services

Arthur Fleming directs the Bank’s community investment, economic development, and affordable housing products and services.

Fleming has experience in a variety of financial services, legal, housing development, and academic roles. Before joining the Bank, Fleming was Chief Lending & Investment Officer for the Opportunity Finance Network, Inc., a national community development financial institution. He also served as the Senior Director for the Southeast Region and Director of Housing Finance for the Fannie Mae Foundation; the Senior Vice President, Managing Director of Housing Initiatives at GMAC; founder and Executive Director of the Community Financing Consortium, Inc.; and an attorney/senior associate for the FAU/FIU Joint Center for Environmental and Urban Problems.

Fleming earned his undergraduate degree from Florida State University and a master’s degree in Urban and Regional Planning and Juris Doctor from the University of Florida.


Charlotte McRanie Charlotte McRanie
Senior Vice President, Financial Operations Management

Charlotte McRanie provides leadership for the Bank’s Securities Safekeeping, Wire Transfer, Member Support and Operations, and Structured Products departments.

McRanie joined the Bank in 1991 as a business-development relationship manager and was promoted to her current position in 2006. Prior to joining the Bank, McRanie worked for Unisys Corporation as a Financial Marketing Consultant. A certified public accountant, she also had four years experience as Vice President/Controller of an Atlanta-based financial institution (HomeBanc), two years of internal audit experience for a Fortune 100 company (Dart & Kraft), and three years experience as an auditor with KPMG Peat Marwick. She graduated magna cum laude from Valdosta State University with a Bachelor of Business Administration in accounting.


Eric Mondres Eric Mondres
Senior Vice President, Director of Government and Industry Relations

Eric Mondres oversees the Bank’s efforts related to public policy development and strategy, as well as its relationships with industry members and groups as it relates to the Bank’s business and mission.

Mondres joined the Bank in 2003 as Vice President of Government Relations. Before joining the Bank, he worked for America’s Community Bankers, the Thrift Depositor Protection Oversight Board, the Environmental Protection Agency as a consultant, the U.S. Department of Agriculture, and the U.S. House of Representatives’ House Administration Committee as Assistant Minority Counsel. Mondres earned a Bachelor of Arts degree in history and political science from Bridgewater College in Virginia and Juris Doctor from Cumberland School of Law in Birmingham, Alabama.


Andrew Mills Andrew Mills
Senior Vice President, Treasurer

Andrew Mills is responsible for directing funding strategy decisions and hedge strategies related to debt issuance and balance sheet management.

Mills joined the Bank in 1991 and was promoted to Senior Vice President and Director of Financial Risk Modeling in 2005. He previously served as Vice President of Liability Management at Goldome in Buffalo, N.Y., and as Treasurer for Chevy Chase Federal Savings Bank, in Chevy Chase, Md. Mills earned a Bachelor’s degree in finance from Lehigh University.


Richard A. Patrick Richard A. Patrick
Senior Vice President and Chief Audit Officer

Richard Patrick is responsible for providing an independent audit of the Bank by evaluating the internal control system and testing for compliance with internal policies and procedures as well as with applicable laws and directives from the Federal Housing Finance Board. Patrick reports directly to the Audit Committee of the Board of Directors.

Patrick joined the Bank in 1991 as the Vice President and Director of Internal Audit and was promoted to his senior position in 2002. Prior to joining the Bank, Patrick was a Vice President and Audit Manager for C&S/Sovran Corporation, which is now known as Bank of America. Previously, he was a Branch and Operations Audit Officer for National Bank of Georgia.

A certified public accountant, certified fraud examiner, certified financial services auditor, and chartered bank auditor, Patrick earned a Bachelor's degree in business administration from Appalachian State University, graduating cum laude. He is also an honors graduate of the Bank Administration Institute's School for Bank Administration.
