Services for Developers, Builders, and Nonprofits

As a developer, builder, or housing intermediary, you can partner with an FHLBank Atlanta member financial institution to access Affordable Housing Program (AHP) funding. AHP funds can help you finance affordable housing development, create homeownership opportunities, and stabilize neighborhoods, while reaching new customers and growing your business. 

Each of the following products is targeted to households earning 80 percent or below the area median income. 

Current Products

AHP Competitive - Rental and Ownership

The AHP Competitive is a flexible source of funding designed to help our member financial institutions and their community partners develop affordable owner-occupied and rental housing for very low- to moderate-income families and individuals.

Each year we commit 10 percent of our annual net income to developing affordable housing. The AHP Competitive is designed for nonprofit or for-profit housing developers, public entities, contractors, community builders, and other nonprofit and for-profit corporations and organizations engaged in housing construction, rehabilitation, and development, either ownership or rental. These organizations (called project sponsors) partner with our member financial institutions to seek the competitive subsidy funding or low-cost loans. Since 1990, we have awarded over $714.6 million to the AHP to help construct or rehabilitate more than 113,000 homeownership and rental units.

There is one competitive application round per year for the AHP Competitive. Applicants are encouraged to leverage their awards with other funding sources, including conventional loans, government-subsidized financing, tax-credit equity, foundation grants, and bond financing.

Community Partners Product

FHLBank Atlanta's Community Partners product provides up to $7,500 in down-payment and closing-cost funding to current or retired law enforcement officers, educators, health care workers, firefighters, and other first responders who are first-time homebuyers or non-first-time homebuyers.

  • Homebuyer must contribute at least $1,000
  • First-time homebuyers and non-first-time homebuyers are eligible
  • Funds are available on a first-come, first-served basis

Members can access up to $1 million annually in total from all of the Bank's AHP Set-aside Products.

Community Rebuild and Restore Product

FHLBank Atlanta’s Community Rebuild and Restore provides funds for the rehabilitation of an existing owner-occupied home located in “Major Disaster Declaration” areas as designated by the Federal Emergency Management Agency (FEMA).

Product Highlights*:

  • Maximum subsidy is $10,000
  • No matching funds required
  • Home must be located in a “Major Disaster Declaration” area as designated by FEMA and located in FHLBank Atlanta’s district, which includes AL, DC, FL, GA, MD, NC, SC, and VA
  • Funds can be used to correct deficiencies, resulting from the identified disaster, that impact the habitability of the property not associated with repairs covered under an insurance claim
  • Homeowners must have 30 days of current ownership by life estate or full interest in the fee title and have ownership of the subject property at the time of the "Major Disaster Declaration"
  • Automated application intake and funding through FHLBAsap, FHLBank Atlanta's online system
  • Income and other eligibility requirements apply

First-Time Homebuyer Product

FHLBank Atlanta's First-time Homebuyer Product (FHP) provides up to $5,000 in matching funds for the down payments and closing costs of first-time homebuyers. Since its inception in 1997, our FHP has helped more than 21,000 families and individuals purchase homes.

Participation in the program offers members a way to access a wider customer base and originate new mortgages. Individual homebuyers who would like to access FHP funds must meet eligibility guidelines and apply for funds through a participating member financial institution.

  • Funding is provided as a 4 to 1 match
  • The homebuyer must contribute at least $1,000
  • Purchased home must be used as the homebuyer's primary residence

Foreclosure Recovery Product

FHLBank Atlanta's Foreclosure Recovery product provides up to $15,000 in down-payment, closing-cost, and rehabilitation funding for the purchase or purchase and rehabilitation of an existing home from the Real Estate Owned (REO) inventory of an FHLBank Atlanta member financial institution. The funding is available to first-time homebuyers or non-first-time homebuyers.

Product Highlights:

  • Maximum subsidy is $15,000 per homebuyer
  • Funding is provided as a 4 to 1 match
  • The homebuyer must contribute at least $1,000
  • Home must be part of an FHLBank Atlanta member's Real Estate Owned property inventory
  • Purchase price of unit cannot exceed the "as-is" market value
  • Income and other eligibility requirements apply

Structured Partnership Product

The Structured Partnership Product helps connect members with local governments, housing finance agencies, and other business drivers in their community and provides funds for eligible home purchases and rehabilitations. Learn more.

Veterans and Returning Veterans Rehabilitation Products

FHLBank Atlanta's Veterans and Returning Veterans Rehabilitation Products provide funding for energy efficient and accessibility improvements to a home owned by veterans or active-duty members of any branch of the U.S. military, their spouses, or their surviving spouses.

  • Maximum subsidy for Veterans Rehabilitation Product is $12,500
  • Maximum subsidy for Returning Veterans Rehabilitation Product is $15,000
  • No matching funds required
  • Homeowners must have 30 days of current ownership by life estate or full interest in the fee title

  • Customized financial counseling through FHLBank Atlanta's "Veterans Helping Veterans" program

FHLBank Atlanta's Veterans and Returning Veterans Purchase Products can provide you with a new way to engage and support military families and households in your community. These products provide funding for a home purchase or purchase/rehabilitation to veterans and active-duty members of any branch of the U.S. military, their spouses, or their surviving spouses.
