Federal Home Loan Bank of Atlanta Announces New Advisory Council Members

Heywood and Rucker to Join Council

ATLANTA, Jan. 20, 2012 - Federal Home Loan Bank of Atlanta (FHLBank Atlanta) announced today that it has appointed two new members to its Affordable Housing Advisory Council (Advisory Council).

Charice Heywood currently serves as president of Mercy Housing Southeast, a nonprofit organization that participates in the development, preservation, management, and financing of affordable, program-enriched housing in Georgia, Ohio, North Carolina, and South Carolina. As president, Heywood is primarily responsible for strategic planning, budgeting, and the identification of development opportunities in the organization’s core Southern markets. Heywood previously served as first vice president of SunTrust Community Capital, where her responsibilities included credit underwriting for multifamily housing development.

John B. Rucker, III currently serves as executive vice president of Merchant Capital, LLC, an investment and merchant bank based in Montgomery, Alabama, that focuses on affordable housing finance and industrial revenue bond financing. An investment banker with more than 30 years of experience, Rucker specializes in long-term bond financing for tax credit affordable housing projects in the Southeast and throughout the nation. Rucker was also involved with the creation of Summit Housing Partners, an affordable housing development company based in Montgomery, and has created bond financing plans to support Summit’s acquisition and rehabilitation of more than 14,000 affordable housing units. Rucker serves on the board of directors for the National Housing and Rehabilitation Association.

FHLBank Atlanta’s Advisory Council comprises fifteen persons from a diverse group of community, not-for-profit, and for-profit organizations actively involved in providing or promoting low- and moderate-income housing and/or community lending within the FHLBank Atlanta district. The Advisory Council provides advice to FHLBank Atlanta’s Board of Directors regarding ways in which the Bank can enhance the effectiveness of its housing finance mission and community lending programs, products, and services.
